In a 20 MHz channel there are 100 Resource Blocks (RB) that can carry user traffic. This means that the BS can theoretically serve a maximum number of 100 simultanous users every 1 ms interval. In practice, different users will have different dynamic bandwidth requirments so that the number will be less 100.
